Position Information    

This is a full-time, permanent (probationary) position.

Conditions of Employment        

Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

The salary range for this classification is: $3,796 -$5,369 monthly.

Major Duties

Under the general supervision of the Athletic Director, the Compliance Assistant will assist the Compliance Coordinator with the monitoring and implementation of procedures that maintain compliance with CSUDH, NCAA and CCAA rules and regulations. The incumbent will assist with the review of off-campus student recruiting and evaluations, recruiting logs, tryouts, camps, and clinics. The incumbent will monitor student progress towards degrees, assist with financial aid processes; approve athletic awards and benefit requests such as meals, complimentary tickets, team entertainment; review playing and practice season activities, review official Countable Athletically Related Activities (CARA) logs; and conduct regular rules education for coaches, staff, and students. The incumbent will facilitate and monitor the Eligibility Center process within established guidelines and the application and matriculation process of incoming student-athletes. The incumbent will assist with populating various requests by the CSU, NCAA and CCAA.

Qualifications

Required Education: Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration, or a job-related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Required Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent of one (1) year of experience in professional Student Services work at the entry trainee level. Equivalent amounts of graduate level job‑related education may be substituted for the required experience.

Required Knowledge, Skills, and Abilities: Working knowledge of the methods and problems of organization and program management; research and interviewing techniques; principles of individual and group behavior; the ability to rapidly acquire such knowledge of the organization, procedures and activities of the specific campus to which the position is assigned; and the basic principles, practices and major trends in the Student Services field to which assigned.

Ability to rapidly acquire a working knowledge of the specific objectives of the campus Student Services program and its relationship to the total campus operation; interpret and apply program rules and regulations; gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; present clear and concise information orally and in written reports; and establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations and other private and public agencies.

Skills: Proficiency in the use of computerized office systems and software programs which perform word processing, spread sheet, and data base programs

Preferred Qualifications: Two years of related working experience.

Working knowledge of the methods and problems of NCAA rules & regulations
one year of experience in NCAA Compliance

Ability to rapidly acquire knowledge, procedures, and activities of the Athletics Department; and the basic principles, practices and major trends with student compliance and eligibility.

Required Certification: Valid Driver's License

Responsibilities

40% Assist with monitoring coaches and athletes to ensure compliance with NCAA rules, regulations and bylaws. Utilize ARMs compliance and recruiting software to monitor NCAA Bylaws 12 (amateurism), 13 (recruiting), 14 (eligibility), 15 (financial aid), 16 (awards and benefits), and 17 (playing and practice seasons). Utilize Peoplesoft to run student data reports related to enrollment and student progress towards degree completion; data includes GPA, unit status, and overall academic standing

20% Assists with verifying incoming freshman, transfer, and continuing student certification of eligibility as required by NCAA. Track freshman eligibility by monitoring academic and amateur certification process with the Eligibility center; review compliance forms submitted through ARMS software. Track Transfer eligibility by monitoring the amateurism certification process with Eligibility Center. Send Tracer reports to transfer student's previous institutions and monitor the NCAA Transfer Portal. Collect Transcripts and transfer credit reports for degrees earned, units earned, GPA and number of full-time semesters attempted. Verify continuing student eligibility through review of compliance forms submitted through ARMS software, Review confirmation of declared majors and ensures certification officer has reviewed students’ progress toward degree requirements.

15% Collaborate with Admissions designee for late student application requests. Collect all required documents from admissions; submit relevant documents to Admissions designee. Monitor all prospective student-athletes who are admitted and ensure that Admissions and Outreach guidelines are met. Run daily reports and disseminate admissions information to coaches and prospective students. Communicate with Admissions and Outreach for any questions or issues that arise from the application or matriculation process.

10% Meet and communicate with coaches regarding the following: rules education, specific NCAA compliance issues, pending tasks related to admissions or eligibility for prospective student-athletes, status of student progress towards degree conferment, student roster management, and student recruitment activities. Communicate with student-athletes regarding the following: matters related to amateurism, general eligibility, athletics aid, student employment, playing/practice activities, progress towards degree, pending admission and eligibility tasks, and rules education and violation.

10% Consult and coordinate with compliance coordinator for any issues related to daily tasks. Notify compliance coordinator regarding any potential violations. Consult with compliance on updated rules and interpretations. Coordinate with compliance coordinator to produce various reports requested by the NCAA, CCAA, and Chancellors Office; reports will include academic, athletic, and financial aid information from ARMS software, Compliance Assistant and Peoplesoft. Coordinate with Financial Aid regarding the following: athletics aid renewals, reductions, cancellations, disbursement of athletics aid, national letter of intent offers review of cost of attendance, and outside aid. Consult with Financial Aid on any university, state, or federal regulations regarding financial aid. 

5% Other duties as assigned.
