MPP employees serve at the pleasure of the campus President.  MPPs do not serve a probationary period and never receive permanent status.

Position Salary Range: $8,702 - $13,053 per month

The anticipated hiring range for this position is $9,700 - $10,800 per month. 

Salary is commensurate with experience.

About the Department/Position:

The Office of Equity and Inclusion is seeking a dedicated professional to join the team: Deputy Title IX Coordinator/DHR Administrator.  OEI champions inclusive excellence and equal access to education and employment for students, staff, and faculty.  In line with this mission, OEI is dedicated to providing education and support, offering a variety of training and materials to prevent bias and promote safety and equity at CSUDH. OEI also responds to bias-related concerns and complaints following the processes defined in the Interim CSU Nondiscrimination Policy 

Under the general direction of the Executive Director of the Office of Equity and Inclusion, the Deputy Title IX Coordinator/DHR Administrator serves as the Executive Director’s operational second in command and assists with compliance with CSU policies encompassing Title IX, and Discrimination, Harassment, Retaliation (DHR).  The Deputy Title IX Coordinator/DHR Administrator performs trauma informed intake meetings, oversses Formal and Alternative Resolutions, and in particular the management of timely, high quality, fair, and thorugh investigations.  The incumbent independently performs complex investigations and reviews, analyzes, and evaluates investigative plans, investigative reports, and other documents for accuracy, completeness, quality, and consistency with applicable laws and University policies in collaboration with the Executive Director.

Overview of Duties and Responsibilities:

  • Conduct intake meetings with parties to explain available resources, supports, and resolution options.
  • Provide clear guidance on filing a formal complaint, pursuing formal or informal resolution, and accessing supportive measures with or without filing a formal complaint.
  • Facilitate notices of investigation, no-contact orders, and ensure appropriate administrative holds are placed.
  • Coordinate interim measures, accommodations, and responses with campus partners including faculty, University Police, Student Affairs, and Housing and off-campus resources.
  • Ensures investigatory methods, processes, and procedures reflect and comply with the most current standards and regulations, as well as best practices in the field.
  • Establishes and maintains an active network of campus partners and professional contacts.
  • Serves as a subject matter expert on the CSU Nondiscrimination Policy.
  • May be required to provide testimony regarding cases to outside agencies, provide advice and guidance to campus constituents, and interact with the CSU Office of the Chancellor, General Counsel, Civil Rights Attorney, Systemwide Director, Administrators, and colleagues at campuses within the CSU System.
  • Conducts training, outreach, and other educational programs and services independently and/or in conjunction with other Title IX / DHR team members to ensure faculty, staff, students, and other community members fully understand and are well-informed regarding University policy and Title IX/DHR resolution options, including any changes or updates.
  • Assists with the creation of office materials that help to communicate OEI's mission and clarify the various resolution options.
  • Identifies training needs for faculty, staff, and students as reflected by issues, situations, or complaint trends.
  • Makes training recommendations for parties and other campus community members, as necessary and appropriate.
  • Coordinates with Human Resources, and Faculty Affairs on matters pertaining to staff and faculty, accordingly. Works closely with Student Conduct Administrator on Title IX/DHR matters resulting in student discipline.

Minimum Qualifications:

  • A Master's degree and with five (5) years of related experience which should include one (1) year of supervisory/managerial or leadership experience required.

Knowledge, Skills, and Abilities:

  • Knowledge of:
    • Title IX, Title VI and Title VII, VAWA, Title VI and Title VII of the Civil Rights Act of 1964, FERPA, Affirmative Action, Equal Employment Opportunity law, the Americans with Disabilities Act, and other applicable state and federal laws which prohibit discrimination, harassment, sexual misconduct, stalking and retaliation.
    • EEO and Title IX trends, legal obligations, and initiatives nationally and locally
    • Principles of conducting investigations, including interview methods and techniques
    • Intersectional diversity, inclusion, belonging, equity, antiracism, and equal opportunity
    • Research methods and data analysis techniques
  • Skilled in:

    • Excellent written and oral communication skills.
    • Organization, synthesis, and analysis of varied and complex information and problems
    • The highest level of oral and written communication
    • Professionalism in dealing with sensitive and highly confidential issues and the ability to remain an objective, neutral party.
    • Meeting the needs of a diverse academic, socioeconomic, cultural, ability, caste, gender identity, sexual orientation, and ethnic identities that make up the CSUDH student, employee, and community populations
  • Ability to:
    • Listen, identify, elicit and distill essential information needed to assess and resolve problems and issues
    • Guide, advise, and support education and training on Title IX and VAWA for a broad campus audience
    • Tolerate a high degree of ambiguity
    • Use appropriate judgment when making decisions and recommendations
    • Manage multiple priorities and an on-going and complex caseload of reports and complaints
    • work with hostile and emotional individuals in a compassionate, professional, and courteous manner
    • Communicate and maintain effective interpersonal working relationships with a diverse educational, socioeconomic, cultural, ability, racial, and ethnic university community

Preferred Qualifications:

  • Advanced Degree such as JD or Master's degree or higher in a relevant field of study
  • Three (3) years or more of experience in civil rights compliance program management
  • Experience facilitating civil rights or equal opportunity programs in a unionized environment
  • Familiarity in applying restorative practices to resolve conflict
  • Higher education experience
