Position Information     

This is a full-time, permanent (probationary) position.

Special Working Conditions: This position seldom requires overtime, but urgent work may come in waves. The incumbent needs a very high level of self-management, and the ability to plan and schedule work, think critically, and prioritize appropriately.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

The salary range for this classification is: minimum $3,288- maximum $6,347 monthly.

Major Duties

Under the general direction of the Provost or the Provost's designee, the Academic Senate Analyst oversees the day-to-day administration of the Academic Senate. The incumbent provides executive assistance and support to the Senate Chair, Executive Committee and Senate Committee chairs, organizes committee rosters and meetings, and provides important administrative continuity in a context of shared governance and changing senate leadership.

Qualifications

Required Education and Experience: This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, typically equivalent to three years.

Required Knowledge, Skills, and Abilities: 

Knowledge of:
- higher education in the public sector;
- correct English grammar, spelling and punctuation;
- routine office software;
- principles of record management;
- thorough knowledge of policies, procedures and outside regulations pertaining to the applicable program.

Ability to:
- perform standard business mathematical functions, including tracking and comparing data;
- establish and maintain effective working relationships, and handle sensitive and confidential situations;
- interpret and apply policies and procedures independently, and make sound recommendations;
- synthesize, summarize, and evaluate information from multiple sources and perspectives;
- communicate effectively both in writing and orally;
- understand complex business processes, and improve on them;
- handle multiple work unit priorities and projects with little supervision.

Skill in:
- using Outlook, Excel, Word, and PowerPoint;
- using remote office tools such as Clearspan, Zoom, and Adobe Sign;
- reasoning quantitatively and ethically, and understanding and communicating such reasoning in written and spoken English;
- administrative organization, calendar maintenance, planning meetings and events;
- interpersonal relations, teamwork and team-building, and customer service;
- developing solutions to complex problems in unique and innovative ways;
- research, development and evaluation of policies and programs.

Responsibilities

40% -  Academic Senate Office and Program Administration

• Develops, prioritizes, and oversees the Senate budget, including the foundation account.

• Provides lead work direction to ASC or Student(s).

• Tracks resolutions.

• Establishes procedure for version control.

• Sets guidelines with committees and follows up on deliverables to prepare agenda items.

• Evaluates and makes recommendations on effective ways to handle the complexities of cross-divisional operational, procedural, and interpersonal matters to assist in the smooth operation of the Academic Senate office

• Counsels on the institutional history of the Senate to facilitate the transitioning of the incoming Academic Senate Chair and Senate Executive Committee as well as has thorough knowledge of university infrastructure, policy and procedures.

• Provides guidance and education on processes to the incoming Parliamentarian.

• Oversees the Senate election calendar and the timely execution of elections in accordance with ASCSU constitution.

• Physically staffs the Office of the Academic Senate, in person on the university campus.

• Accountable for the accurate and timely capture, documentation and archival of complex, confidential and highly sensitive Academic Senate and Academic Senate Executive Committee discussions involving senior-level administration at bi-weekly meetings.

• Charts, publishes and maintains records of all resolutions passed by the Academic Senate and issuance of appropriate resolution record number working with both the President's office and Academic Affairs to ensure timely implementation.

• Develops solutions for a wide range of complex and broadly visible administrative problems related to the operations of the Academic Senate office.

• Negotiates and plans the annual Senate calendar, being sure to consider campus impact.

• Works with the CSU Statewide Office and their department personnel on meeting planning, budget and travel issues as well as new developments coming from the CSU Statewide Senate, Statewide Senators and the Chancellors Office.

35% -  Senate Executive Committee Support

• Assists the Senate Chair and Executive Committee in meeting required deadlines, gathering relevant data and information on a variety of issues related to senate and university activities including research of Presidential Memoranda as well as Academic Affairs Memoranda and other university policy.

• Consults with the President's office, Academic Affairs, Colleges and divisions campus wide; working with both staff and administrators, serving as a liaison for Academic Senate Chair and the Senate Executive Committee.

• Independently and effectively communicates between the Academic Senate and the Academic committees; this includes the Educational Policy Committee, Faculty Policy Committee, General Education Committee, University Curriculum Committee, University Writing Committee, and Council of Chairs and Program Coordinators.

• Works closely with the Parliamentarian, keeps track of various elections and searches that the senate requests representatives for, maintains a database, sends out calls for nominees, and assists the Parliamentarian with ballot preparation. Assists with the procedures for electing the Senate Chair and Statewide Senators. Posts calls for faculty service on the senate website along with the date persons were elected.

• Makes all travel arrangements for the Chair, Executive Committee, Parliamentarian, Statewide Senators and any others as needed. Processes all travel requests according to travel guidelines.

• Maintains the Senate Chair's electronic calendar, schedules meetings for the Chair as well as keeping track of meetings the Chair must attend.

• Prepares final form letters and memoranda and assists with reports as needed for distribution.

• Maintains other Executive committee members' calendars.

• Receives visitors, telephone calls and correspondence directed to the Senate office and independently applies judgement and discretion, makes appropriate referrals for action to the appropriate individual.

• Updates information for new academic year and makes preparations.

20% -  Senate Research and Reporting

• Researches and analyzes data for the Senate Chair and executive committee, Committee chairs, and individual members using various manuals and references.

• Serves as a resource person to the faculty, administration, staff and students regarding Senate policies and advises them on proper sources of information concerning Senate policies and procedures.

• Develops, preserves, and retrieves Senate policy documents, and other Senate documents.

• Independently researches, analyzes, interprets and evaluates any number of system-wide senate and university policies to assist in the formulation of Senate recommendations and resolutions.

5% - Other duties as assigned.
