Position Description

Working Title: Fiscal & HR Division Specialist

This is an 'On-Campus Only' Recruitment.  Qualified applicants must be current employees of CSUDH.

Classification Title: Administrative Analyst/Specialist, Exempt I

Classification Salary Range: $4,598 - $8,318 per month

The anticipated hiring range for this position is $5,250 - $5,600 per month.

The final salary is dependent upon qualifications and experience.

About the Department/Position:

Under the general supervision of the Division Budget Officer & HR Liaison, the Fiscal & HR Division Specialist is responsible for a variety of financial, technical, and analytical duties, many sensitive in nature. The Fiscal & HR Division Specialist is responsible for financial processing, reconciliation, and analysis of the division’s financial resources, including faculty reassigned time. The incumbent also carries out various human resources processes such as student hiring/onboarding & timekeeping, faculty additional payments, faculty professional development stipends, recruitments, eHires, & eFast processing. The incumbent exercises a high-level of autonomy and judgement when making decisions while ensuring confidentiality and discretion.

The incumbent needs a very high level of self-management, and the ability to plan and schedule work, think critically, and prioritize appropriately.

Overview of Duties and Responsibilities:

  • Monitor budgets and expenditures for CAA accounts; identify and solve discrepancies.
  • Assist with the preparation of the division’s annual budget process and maintenance of the financial Bluebook for CAA. Complete quarterly assessments and year-end fiscal closing reports.
  • Prepare and process HR transaction documents such as eFasts, eHires, HR memos and forms, and recruitment files for staff, faculty, students, and management.
  • Serve as administrator in InfoReady to continue with the revamping of the division's faculty reassigned time process using said system.

Minimum Qualifications:

  • Required Education and Experience: A bachelor's degree and/or equivalent training and work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, equivalent to 3 years.

Knowledge, Skills, and Abilities:

  • Knowledge of operational and fiscal analysis and techniques and working knowledge of budget policies and procedures.
  • Ability to make independent decisions and exercise sound judgment.
  • Skill in establishing and maintaining effective working relationships within and outside the work group and serve as a liaison for the organizational unit.
  • Skill in synthesizing, summarizing, and evaluating information from multiple sources and perspectives.
  • Skill in using software applications to prepare spreadsheets, tables, and charts.

Preferred Qualifications:

  • Preferred education: Master's Degree (some coursework in research methods)
  • Preferred experience: A total of five (5) years both inside the CSU system and beyond. Experience in financial and budgeting analysis, development, & reporting. Prior experience using the Common Financial System (CFS), PeopleSoft System, and the Financial Data Warehouse (FDW). Experience creating, launching, and managing competitions in InfoReady system. Higher education financial and budgetary experience.
  • Preferred Skills: Skill in Access, Excel, Word software for creating and maintaining financial databases and preparing reports. Ability to extract data, analyze and interpret financial data, verify, and present information.
